An employee at the hypothermia shelter at Vienna Presbyterian Church, 124 Park Street, N.E., told Vienna police on Feb. 10 at 11:01 p.m. that an intoxicated man in the shelter was causing issues with the others who were staying there.
Police arrested the 31-year-old man with no fixed address and took him to the Fairfax County Adult Detention Center, where authorities charged him with being drunk in public.
