Ga. authorities arrest 4 in connection with Fairfax burglaries

Local incidents occurred in December and January, Fairfax officials say

Police in Georgia on Jan. 17 arrested four people who are suspected to be behind multiple recent “Rose Ruse” burglaries in McLean, Great Falls, Oakton and Reston, Fairfax County police said.

According to county police, the suspects’ modus operandi was to have one person approach a home while holding a bouquet of flower and knock on the door. If no one answered, the person would return to the suspects’ vehicle, and then multiple suspects would force entry into the home.

The suspects, who concealed their identities by covering their faces and tampering with home-surveillance cameras, stole jewelry, cash and purses from various homes, police said.

The burglaries occurred on:

• Jan. 11 between 1 and 2 p.m. in the1400 block of Mayhurst Boulevard in McLean.

• Jan. 9 between 12:30 and 6:30 p.m. in the 11100 block of Farm Road in Great Falls.

• Jan. 8 at 5:30 p.m. in the 11000 block of Lance Lane in Oakton.

• Jan. 2 at 6 p.m. in the 10000 block of Blue Roan Road in Oakton.

• Jan. 1 at 2 a.m. in the 1100 block of Windrock Drive in McLean.

• Dec. 29 at 6 p.m. in the 1100 block of Bishopgate Way in Reston.

• Dec. 28 at 6 p.m. in the 900 block of Dominion Reserve Drive in McLean.

In January, Fairfax County police detectives identified a vehicle the suspects were driving. On Jan. 17, authorities discovered the vehicle was traveling through a residential area in Cobb County, Ga. County detectives notified the Cobb County Police Department (CCPD), who informed them the vehicle had been involved in a recent burglary in their jurisdiction. Through real-time coordination between the two police departments, CCPD officers took four suspects into custody and charged them in relation to the burglary in Georgia.

Fairfax County detectives traveled to Georgia and were able to link the four suspects to multiple burglaries in Fairfax County, authorities said.

On Feb. 7, detectives obtained warrants for the suspects in connection with burglaries in Fairfax County. All four suspects now are being held in Cobb County on no bond.

Authorities have charged Juan Pablo Montecinos Neira, 34, with three counts of burglary; Rey Jesus Arturo Morales Caruin, 27, with three counts of conspiracy to commit a felony; Dylhan Jesus Esteban Osorio Jara, 23, with three counts of burglary; and Karla Alejandra Vicencio Maysonet, 43, with one count of conspiracy to commit a felony, and two counts of burglary (principal in the second degree, or accessory before the fact).

The suspects are not from Fairfax County and authorities still are trying to determine their country of origin, a county police spokesman said.
