A person was riding an electric scooter southbound from Lawyers Road, N.W., onto Courthouse Road, S.W., when the person was struck by a vehicle traveling northbound on Courthouse Road, Vienna police said.
The driver fled the scene without stopping and the scooter rider refused to cooperate with the crash investigation, police said.
